A little about government procurement in Ukraine
This clause explains the characteristics of state procurement, challenging tender, gives practical tips to enhance effectiveness in government tenders.
The legacy of the Soviet Union, Ukraine inherited a developed energy sector, chemical industry, metallurgy, mechanical engineering. Taking into account the holding of Euro 2012 in Ukraine there is a growth market of national procurement relating to the construction of infrastructure for the European football championship (stadiums, hotels, roads, electrical substations, etc.)
In order to avoid of abuse in the market of government tenders, to creation of competitive environment and to prevent corruption, the Government has introduced lawgiving mechanisms of regulation of state tendering process. Over the past five years, legislation and, accordingly, the rules in government tenders have changed a few times. The existing law of public procurement contains a provision on equal participation in procurement process, both domestic and foreign manufacturers, creating a competitive environment and providing efficient use of government funds.
Without looking at the specified equality of participants and the transparency of tender procedures, the Ukrainian realities are different from European norms and foreign providers rather difficult to independently enter in to the market of government tenders. Not the least role in this is the complexity and bureaucracy of the Ukrainian system of gov tenders.
